By early afternoon, security had tightened up, and pedestrians were being allowed to walk only southbound over the Michigan Avenue bridge; those already on the river's south side had to cross on the bridge's lower level. One reason may have been that atop a red double-decker bus parked right in the middle of the bridge was the talk show queen herself, in a red dress, conducting a series of television interviews
